What do the blue figure with the occupation and a numbers hovering over people at some locations mean? I have seen it at Yak's Bend, Borlis Pass, and a few others.

That lets you know how many people are in their party.

and also, their name (under their character), if it is dark blue, that means they are in a party. if it is light blue, that means they are not in a party with anyone
